California may drop CO2 waiver request if national standard implemented

California Air Resource Board chairwoman Mary Nichols told an EPA hearing last week that the state would consider withdrawing its request for a waiver allowing it to regulate carbon dioxide. Before that happens though a national standard needs to be put in place. If such a standard were established it would make automakers much happier . Currently, 13 other states have adopted the proposed California mandate. The problem is that the California rule establishes average CO 2 emissions requirements for an automaker’s entire fleet, much like CAFE does for fuel economy. With CAFE, the entire sales volume for an automaker is averaged across the country. If CO 2 is regulated at the state level, even though each state has the same standard, automakers have different sales mixes in different states. An average would have to be calculated for the sales in each state. In states more where a greater number of larger, heavier emitting vehicles are sold, automakers may have difficulty meeting the averages while sales in other states where more smaller cars are sold could not be used to offset those. However, establishing a national standard that California and other states would agree to won’t be easy. The current California mandate would essentially require 44 mpg by 2016, a number that would be difficult to achieve unless fuel prices are also substantially higher than they are now. Miller industries debuts hybrid recovery truck at Daytona 500

The racers competing on the track in NASCAR events may still be the cars of yesteryear when it comes to technology, but there was one bit of green on the track for the season opener at Daytona last week. Miller Industries provided a flat-bed race recovery truck with a hybrid drivertrain. The International DuraStar 4300 chassis was equipped with Eaton’s heavy duty diesel electric drive system. This is the same system that’s been installed on a variety of trucks and buses around the country in the last couple of years. The engine has an automated clutch that feeds into the electric motor/generator and then into the automated transmission. This was the first application of the Eaton hybrid system on a towing and recovery vehicle. The short distance, low speed duty cycle of this application makes it well suited to the hybrid system. Miller will be adding the hybrid truck to its fleet of vehicles that support NASCAR races around the United States. Project Get Ready gets ready to get plug-in cars going

Want to help the country meet or beat President Obama’s goal of 1 million plug-in cars by 2015? Perhaps, by working with like-minded folks at the community level to knock down barriers and help set up infrastructure, you can. Project Get Ready is a non-profit initiative that has emerged from the Rocky Mountain Institute’s (RMI) Smart Garage Summit to help accomplish just that. They’ve already signed up three cities and are looking for more. To help guide interested individuals, their freshly launched website not only offers a menu of strategic actions that should be taken to speed plug-in adoption but also a database of readiness activities presently underway. New lithium battery from Axeon nearly doubles Modec range

How do you make your stock price jump by two-thirds in today’s economic atmosphere? If you are Axeon , Europe’s largest independent supplier of lithium ion battery packs, you announce your new battery nearly doubles the range of your customer’s trucks. After completing a Department of Transport-funded two year program, the Dundee, Scotland-based company says the new power supply it developed allowed a 3.5 ton delivery vehicle to almost double its range, from 123 km (76 miles) to 241 km (150 miles). The vehicle in question should be look familiar to our faithful readers as the purpose-built electric truck by Modec has made many appearances on ABG . The company’s result contrasts with those obtained by an independent test which indicated a 25 per cent improvement over an urban delivery cycle on a single charge. Axeon not only supplies Allied Vehicles and powered that electric Ruf Porsche , but apparently is also working with Daimler to put its lithium in the smart ed . Modec is so pleased with the results it plans to offer the new pack by the second half of the year. If it works that well, then we’re pleased too. Full press release after the break. Like those other bailout packages, the Spanish government is highlighting the need to invest in eco-friendly automotive technologies. According to data provided by the Spanish government, 350,000 people are employed in auto-related industries in Spain and 6 percent of the country’s GDP is related to the automotive market. Last year, new car sales in Spain dropped by about 28 percent, which seems to be about the average slump worldwide. The European Union has requested additional information from Spain regarding the plan before it will sign off on the aid package. Some European countries have complained that France’s plan amounts to illegal protectionism. Jon Stewart talks to "Two Billion Cars" author Daniel Sperling

Click above and scroll down to watch the video Whether the cheap Tata Nano is the driving force behind a massive upswing in the number of cars actively used in the world or not , the day is coming when there will be two billion cars on the roads. So says author and California Air Resources Board member Daniel Sperling . Sperling was on The Daily Show with Jon Stewart last week to discuss his new book and to give his predictions about which technologies would power these two billion cars. He said that “eventually” the “vast majority” of the two billion cars will be alternative-energy (pure electric, plug-in hybrids, biofueled, and hydrogen fuel cell) vehicles. Yes, that was as specific as he wanted to get on Comedy Central. Sperling also claimed that we’d need “tens of billions” of dollars in government aid to make the large-scale shift to plug-ins and hydrogen fuel cell vehicles. Stewart, for his part, said that the automakers represent the past, and he wondered why we don’t just let them fiddle with the deck chairs while others get fuel cell and electric vehicles on the road. Fuel director Josh Tickell booked on Monday’s Leno

The list of people who have appeared in an AutoblogGreen interview and on the Tonight Show (currently at a very low number – I’m thinking Ed Begley Jr. has talked with Jay, but who else?) will grow by one tomorrow night. Filmmaker Josh Tickell is scheduled to be on the couch along with Kevin Bacon and British pop musician Lily Allen. Tickell’s movie Fuel is an updated version of Fields of Fuel , a documentary of Tickell’s 11-year quest to popularize renewable, sustainable biodiesel while driving his used-cooking-oil-powered “Veggie Van” around the country. Fuel broadens the energy spectrum to include other renewable energy sources in an entertaining and practical way. Tickell is out hyping the film because it is finally making it into wider release. Add in the excitement of watching a match between two of the best national teams in Europe, England and Germany, and you might get this: a soccer game being “played” by people in smart fortwos painted in the country colors of England’s St. George’s cross and Germany’s Bundesflagge. England’s team was led by Top Gear’s Richard Hammond and Germany’s five-car team by James May. The result? Well, England won 4-3 at Earl’s Court. Italy to subsidize scrapping old cars with €1,500 tax cut

Auto Blog: Legislation and Policy , Europe/EU France and Germany are already giving money to their citizens if they scrap an old clanker to buy a new, fuel-efficient car. It’s time now for Italy to do the same. The government, led by Silvio Berlusconi, has decided to offer a €1,500 tax cut for those who purchase a new car and scrap one which is at least 10 years old. The official reason is, of course, to protect the environment, since any car older than 10 years is likely to be more polluting than a modern one. Of course, this might also boost the country’s car industry at the same time. I mean, car production in Italy is at the same level today as it was in 1961.
