Geneva 2009: Pininfarina and Bolloré now accepting orders for all-electric B0

The two partners in the car, Pininfarina and Bolloré, have officially opened their registration list for a €330 per month lease for the car. The lease includes 24 hour roadside assistance. Vincent Bolloré announced during the Geneva Motor Show that the first orders will be delivered in about a year, and future buyers will be able to test-drive one of the 15 current prototypes before that. The car will first be leased in six European countries (France, Italy, Germany, United Kingdom, Spain and Switzerland) and the B0 will also someday reach U.S. and some Asian markets. You will be able to lease the car online, and the marque is planning to create dealer networks to distribute and repairing the car. According to Bolloré, B0 is able to go 100 kilometers for €1. It’s got a 50 kW (68hp) motor, a 250 km (155 miles) range and is able to run for 30 km (20 miles) on a charge of “a few minutes” (a full charge is achieved after 5 hours plugged into any wall socket). Bolloré also mentioned that the car will be built at Pininfarina’s site in Turin, Italy, with planned production rates of 10,000 cars in 2010, 20,000 in 2011 and 30,000 units in 2012. Two additional production sites are also planned in Quimper and Montreal and, depending on lithium reserves, one could be installed in Bolivia . EPA opens up public comment window on CA emissions waiver

President Obama announced in January that he was asking the EPA to reconsider a December 2007 decision by the Bush Administration’s to deny California an emissions rules waiver (for background, Car Blog Greenthis ). Today, the EPA is holding a (the first?) public hearing on the subject in Arlington, Virginia (for specifics, click past the jump). Earlier this year, we heard that the EPA would acceptCar Blog Green from the public for at least 45 to 60 days, but the comment period ends on April 6. The good news? There are a number of alternatives to the tried and true fossil fuels that we’re currently favoring, and many of them use crops that can be gathered right on site by the vehicles that are eventually going to use them. Ethanol (or other alcohol based fuels) and biodiesel stand out as the most commonly cited options, but some still have hydrogen on the brain. Farms may be an ideal source for the electricity needed to extract hydrogen from water since there is often an abundance of wind, sun or both. Still, the question remains: Why not just store that electricity and use it in something electric? The New Holland NH 2 is billed as the world’s first hydrogen-powered tractor, and it’s just debuted in conceptual form in Italy. The zero-emissions tractor gets its power from a fuel cell that sends electrons to a 106-horsepower electric motor powering all four wheels. Problems include a major lack of range and an awfully high price, so New Holland isn’t expecting to put the model into production until 2013. New Chinese electric bus boasts 186-mile range

While we have a pretty impressive electric bus here in America, an announcement that a Chinese joint venture will begin building buses with a 300 km (186 miles) range certainly got our attention. The FAW Bus and Coach Company has teamed up with battery maker Tongkun New Energy Technologies Co., Ltd and plan to have their people-carriers on the roads around two different cities in Jilin province by June. They already have 70 on the order book and if they can deliver the range performance promised, we expect they’ll sell more. The 24 passenger bus can not only go far on its lithium iron phosphate ( LiFePO 4 ) batteries but it can also re-charge them in as little as 20 minutes. With a useful life of 2,000 cycles, they could last 300,000 miles. Not bad for a bus with a 500,000 yuan ($73,145) price tag and low running costs. Hopefully the new design will also be a little easier on the eyes than the current baby bus built by FAW, pictured above. Giugiaro teases with the fastest hybrid in the world

Italian king of auto design Giugiaro has just released a very tiny teaser of its new concept. We have no name or specifications yet, but Giugiaro’s webpage shows us just a little bit of what this new car, dubbed “the fasted hybrid in the world,” looks like. We also know that it’ll be introduced in a few weeks at the Geneva Auto Show. The little we can see on the site indicates a look not unlike last year’s Quaranta (see gallery below), which had a 200 kW motor good for 270hp. They do promise, however, that we will get more images and information before the Swiss show. We’ll be sure to snag our own when we’re in town. BP goes on the offensive and plays defense in two news stories yesterday. First, we learn that BP Products North America Inc. has agreed to pay $161 million for “pollution controls, enhanced maintenance and monitoring, and improved internal management practices” because of Clean Air Act violations committed at a Texas refinery. The EPA’s Catherine McCabe said that, “BP failed to fulfill its obligations under the law, putting air quality and public health at risk.” Maybe the $45 million that BP (along with another $45 million from partner Verenium Corp.) is putting into a new cellulosic ethanol commercializaion project will result in better headlines. The new joint venture company will seek to create the biofuel from non-food feedstocks at a commercial-scale plant coming to HIighlands County, Florida . Construction there should start in 2010 and cost somewhere between $250 million and $300 million. If all goes well, the ethanol should start flowing in 2012. These dates are slightly later than previously indicated . Click above for a high-res gallery of the Piaggio MP3 Hybrid Piaggio has said that a new hybrid version of its MP3 three-wheeled scooter will debut in Italy and Spain later this summer. We’d wager a guess that the €150 million in low-interest loans from the European Investment Bank to Piaggio late last year spurred on the vehicle’s development somewhat. The new hybrid scooter will reportedly be capable of about 12 miles using nothing but electricity, but the MP3′s single cylinder, 250cc gas-powered engine will be able to kick in and provide extended range when necessary. Regenerative braking is also included in the package. The MP3′s electric motor should also provide a usable boost in performance, especially at low speeds, all the while promoting fuel mileage that could be as high as 140 miles per gallon . A lithium ion battery pack will be used by the MP3 Hybrid, which will take up to 4 hours to recharge and likely accounts for a large portion of the scooter’s expected price range of €8,000 to €10,000 when it goes on sale later this year in Europe. Italy to subsidize scrapping old cars with €1,500 tax cut

Auto Blog: Legislation and Policy , Europe/EU France and Germany are already giving money to their citizens if they scrap an old clanker to buy a new, fuel-efficient car. It’s time now for Italy to do the same. The government, led by Silvio Berlusconi, has decided to offer a €1,500 tax cut for those who purchase a new car and scrap one which is at least 10 years old. The official reason is, of course, to protect the environment, since any car older than 10 years is likely to be more polluting than a modern one. Of course, this might also boost the country’s car industry at the same time. I mean, car production in Italy is at the same level today as it was in 1961. PG&E to purchase 2 plug-in hybrid SUVs from Raser Technologies

Auto Blog: EV/Plug-in , Hybrid We learned of Raser Technologies’ extended range electric vehicle architecture that it had developed for larger truck applications at last year’s SAE World Congress . The company has received an order from Pacific Gas and Electric for two SUVs equipped with its drivetrain. PG&E becomes the first buyer of plug-in technology from Raser and will use the vehicles for evaluation and demonstration purposes. Based on the expected duty cycle for the vehicles they may achieve as much 100 mpg and cut operating costs by 75 percent. The Raser drivetrain is designed to provide 40 miles of electric range from the lithium ion battery pack before the engine starts up to maintain the battery charge. At its initial announcement, Raser indicated that it was collaborating with an automotive OEM but has yet to reveal who that company is. However, given that renderings on the company’s site and as well as a video, it seem that company might be General Motors. The video shows the first Hummer H3 test vehicle under construction with a 200 kW drive motor and an EcoTec four cylinder driving the 100 kW generator. That first prototype is expected to be road tested by the end of March.
